What exactly does "Send work from any subproject if selected projects have no work" do?

I assumed it would let me limit my default to a subset of the projects (IIRC originally done to stabilize DCF and default the selection to shorter tasks); while leaving the rest available as additional backups as needed.
But earlier this afternoon when my other project fell over, and boinc attempted to get work I got these messages in my event log:
10/10/2012 2:50:09 PM | PrimeGrid | Sending scheduler request: To fetch work.
10/10/2012 2:50:09 PM | PrimeGrid | Requesting new tasks for CPU and NVIDIA
10/10/2012 2:50:12 PM | PrimeGrid | Scheduler request completed: got 0 new tasks
10/10/2012 2:50:12 PM | PrimeGrid | No work sent
10/10/2012 2:50:12 PM | PrimeGrid | Message from server: No work available for the applications you have selected. Please check your project preferences on the web site.
Since I haven't seen any threads about an outage on the boards, I'm assuming it's something related to my client/configuration; and that work was in fact available.
