Equating the record-long reign of the current British monarch (who is and has been essentially a figure head with no real political power) with the worst terrorist attack in US history is at best ridiculous hyperbole.

I imagine that many citizens of the UK would find this remark to be extremely offensive.

For a Frenchman, a monarch challenge is unacceptable.
