I've aborted all the work units sent before the challenge. Not a problem I will stay longer anyway I'm doing hours for wuprop on genefer 15.
Please check again. You still have many, if not hundreds, of work units downloaded up to 24 hours before the start of the Challenge. Look at your list of downloaded work units. If those units in the 'Sent' column is earlier than Nov 17 12:00:00, they won't count towards the Challenge results.

Thank you got it running. My last questions are - If I have 4 core but 8 for hyperthreading do I sill use 4 or 8 in the .xml file? Also no GPU support?
On a quad core CPU, disable hyperthreading in BIOS generally works best. You can also go into BOINC manager Options > Computing preferences to specify 'Use at most 50% of the CPUs' to use 4 of available 8 threads when hyperthreading is enabled on a quad core CPU. I prefer the first method.
No GPU app for TRP (LLR) - CPU, only.

I couldn't get notepad to save it as an xml file. I downloaded notepad++ for free and used that and it worked.
You can use Windows Notepad to save as *.xml in the Save As dialog box by clicking on 'Save as type' drop down menu to save as 'All Files' and then type in filename 'app_config.xml'. Or you can save as the default *.txt file and rename it, as it is a simple ASCII text file.

You are correct in eco mode the psu fan isn't suppose to turn on unless it's over 25% power draw. while I can't measure the power draw I'm assuming my ryzen 1800x and 1080ti are exceeding 220 watts running boinc. However it's heating itself up to the point of failure I think it's safe to say the fan should be engaging. I have actually pulled the PSU out of the case and have it exposed to a floor fan. I'm leaving again for work so I don't know when I'll be able to mail it back for warranty.
The 'Pro' version of CPUID Hardware Monitor will display my Corsair PSU's output current temp sensor readings, fan speed, and efficiency at given output (70% at 4.5 amps, 92% at 31.75 amps). Your mileage may vary - I don't know if Hardware Monitor Pro or free version supports every PSU model.

I did have it orientated wrong, However there's a reason it worked for so long now doesn't the fan has stopped working all together so I'll have to mail it back to EVGA
Did you re-check operation of your EVGA PSU cooling fan under load after you oriented it properly in the case?
Most PSUs will not spin the fan under idle or light load, for noise considerations. My Corsair power supply does not even need the fan when running GCW-LLR tasks on the CPU (under 250 watts system power draw), only turning on when using GPU to crunch tasks or when gaming.
EDIT: Looking at the specs for Corsair 400C, it comes with only one 120mm and one 140mm case fan(s) but has locations for additional case fans. I consider two fans to be inadequate for performance use, especially in warmer climes. I like to run a good quality set of fans in every available case location and oriented to provide positive pressure within the case with a single case exhaust fan in the rear location behind the CPU when air cooling.

I have a GTX 1080 Ti Founder's Edition (reference blower type), no manual overclock, set to 75c degree limit with fan curve. The card may have ramped up the core clock speed automatically but I did not make a note of it. I only cared about stability and error free task completion.
It completed and validated two GFN22 tasks a couple of weeks ago at 114,044.27 and 113,403.93 seconds.
