Does anyone suppose there's any reasonable way to fix this? I've already ordered a new card, so I don't have my heart set on this bad card. Just thought it would be something to toy with if there way anything that could be done. Can you link the Reddit post?

Purely out of curiosity, if you get to keep the card, can you please remove the cooler and let me know what is written on top of the GPU chip (or take a picture of it)?

Thank you everybody for you help and feedback. I knew that this was a possibility before purchase, but hoped for better. I originally purchased this back in January (I'm a college student and my desktop is at home), so I do not think I will be able to get a refund of any sort, by I will try. I will make sure that the next one I get is a name brand!

I removed both discrete cards, DDU'ed Nvidia drivers, and put the FE card back in. When I booted, Device manager showed the card as " Microsoft Basic Display Adapter", and I was able to get an output on my other monitor. I then tried to update the driver, at which point it went back to doing the same thing. Does this still sound like a malfunctioning card, or do I need an older driver? If the latter, which driver should I try and where would I find it?
EDIT: Now when I do this process, it stays on the Microsoft basic display adapter for about a minute before automatically shifting to GTX 1080.
EDIT2: I was able to get it to stay on the basic display adapter by rolling back the driver in device manager.

Have you tried just the new founders card by itself?
What kind of power supply do you have in your computer?
You do not need to install a separate driver for each card. The nvidia driver package is smart enough to read multiple cards.
I just tried using only the FE card, which made no difference. It switched to only using integrated graphics at that point.
My power supply is a 600w 80 plus Raidmax supply, my system should not be drawing that much power that that should interfere.

Are we talking cc_config.xml here? and use all gpus option?
Currently, I am having issues with Windows letting me use the second GPU and recognizing it as active, as all it says is "Windows has stopped this device because it has reported problems. (Code 43)". However, could you (or anyone else) include your cc_config.xml file?

Try to find and enable "Above 4G decoding" in your BIOS
I did eventually find this option and enabled it, to no avail. Worth a shot though, thanks!

This is what I have for event log, so no, it does not see it. I did make sure to have a second monitor plugged in when I booted. The drivers for the two GPUs should be the same, right? Since GPU0 works, I shouldn't need to install a separate driver?

I originally posted this elsewhere, so I will just include what I had there to make sure I have everything covered. Please let me know if you have any ideas that may help.
Status: UNRESOLVED
Computer Type: Desktop
GPU: EVGA GTX 1080, GTX 1080 Founders' Edition
CPU: Intel i7 6700k
Motherboard: Asus 170 Pro Gaming V3805
RAM: DDR4 4x4GB 3000
Operating System & Version: Windows 10 V1909 64 bit
GPU Drivers: 26.21.14.4259 (GeForce 442.59) Clean Reinstall
Description of Problem: EVGA GTX 1080 works fine. I bought the Founder's Edition to SLI on eBay (https://www.ebay.com/itm/Generic-NVIDIA-GTX-1080-8GB-Video-Card/264604781147?ssPageName=STRK%3AMEBIDX%3AIT&_trksid=p2057872.m2749.l2649). The device manager is stopping the FE card with code 43. Event Log says "device not Migrated". https://imgur.com/a/f2CA4tV
Troubleshooting: Issue persisting after:
Updating drivers
Uninstalling device (With device manager and DDU, more than once)
Updating BIOS
Disable/Re-enable
Swapping PCI-E slots/cables.
