I open a new thread since this seems to be a not-so-rare issue with Windows 7 and I think a dedicated thread makes sense.
Three users reported 50% GPU utilization under Windows 7:

Asked bluntly, is there any chance it will be fixed? Is there anything I can do to try and help solve the issue? Or should I just think about upgrading?

The one that worked at 100% is running driver 441.66. All three that run at 50% have driver 441.87 or newer. Perhaps try a driver downgrade?

Downgrading to 441.66 didn't help.
I'll run the software manually on another Win 7 computer with a GTX 745.

I tried the version mflop uploaded for testing a while back and it fully utilizes the GPU (or at least to 85-90%, same as GFN does).
I saw it offers an option -ws to set workload on the GPU, can this parameter by adjusted in the BOINC version as well?

Is it possible to consult the database on how frequently this problem occurs? I guess many users won't even notice, on the other hand, maybe only few WW users are still on Win 7.

Is it possible to replace the version on my own? Or rather, is it ok for PG admins? It's possible and fine by us, but a bit of a hassle. Look into using app_info.xml. I can't be much help here as I've never done it myself.

I'm already planning to move to Win10, so don't make drastic changes on my behalf.
Logic(?) of a prime cruncher:
Microsoft- "You won't be getting security updates anymore!"
Me- "Meh."
PrimeGrid- "Your GPU will only run this one new app at 50%"
Me- "UPGRADE IMMEDIATELY!!"

Haha, that's true. I'll also finally upgrade that computer. Unfortunately many users might not even notice the slow-down.
edit: With the new 1.0.3 version run time is now at 1350 s from previously 1750 s. I'm not at the computer, but I think this is still not 90-100% GPU utilization, but a big step forward. Is it possible to increase it further?

Ok, I upgraded the computer today, now it takes the expected 940 s.
I had a problem with pfgw crashing occasionally in PSA, so that was another incentive.

So I also finally tried to upgrade to Win10, but my ASUS P5Q mobo isn't compatible. I got the OS to install, but it was all kinds of janky. So I'm reverting back to Win7 until I can scrap the whole thing.
Ultimately the new 1.0.3 version also lowered my times to something moderately respectable, so I'll limp along for now.

For what it's worth, installing Win 10 increased throughput for LLR2 tasks quite a lot as well.
Usually the i7-4790k was a bit slower than the i5-4590, which I thought was due to the simultaneously running GPU tasks. But now it's having 19 vs 15 PPS-DIV tasks per 24 h.
PFGW on the other hand did not benefit and both computers are showing similar speeds. Quite surprisingly btw, the i3-2110 finishes factorial prime tasks on PSA faster than the i7 and the i5. Total throughput is still lower since it only has 2 cores, but it still surprises me. Especially since FFT sizes are small and running 4 tasks shouldn't be a problem on the other two machines.
