Since X299 is in your budget, look at the 9800X (still 8c) over the 7820X. Faster than the 7820X, more cache, and soldered TIM means better temperatures. Regardless of the next paragraph, X299/9000X series would be my personal choice in platform (though I'd go with more cores), and someday AVX512 will become integrated into LLR (I hope) and that will give a boost to Core-X over Coffee Lake in the longevity factor.

If you want to optimize for larger subprojects (SoB, Cul, etc.) where main memory is used, the 9800X's quad channel memory will help it be faster. If you want to go for smaller subprojects (MEGA, SGS, GCW) where the tasks will fit into cache memory, the 9900k will be faster because of its higher turbo bins. With appropriate cooling, both will probably consume around the same amount of power, which is to say, a lot.

being equal price 7820x will be a worse platform in general. Grebuloner is correct on sub project specific. If you use a HEDT motherboard the cheaper cpu's don't usually make much sense. I wouldn't do it lower then 7940x or 9920x myself but that's not exactly logic more personal pricing in my area to performance.

Actually, most HEDT boards of the last 7-10 years have had the ability to do BIOS flashing without a compatible CPU present, it also works for fixing bad BIOS updates. Asus boards in particular just need the 24 pin cable plugged in and a properly formatted flash drive.

The 9000s have also been out long enough that there's a solid probability that any board you buy will already be updated (and a whole series of new X299 boards came out with their release and should be considered first, anyway).
